海外観光客を相手にしてきた営業なので、入国が再び閉ざされ難しい現状です。

Regulations are still changing frequently and are complicated to keep up with.
Basically, the international tourist visa scheme which was announced allowing certain countries to enter as tourists, means the same application process as for B211A Business/Social Visit Visa- going through a local visa agent who acts as sponsor and obtains approval.
In fact any nationality may apply for a B211A visa for business or social visit, but for the average tourist simply wishing a shorter term vacation, the cost ranging from USD 450 to over USD 700 is quite high and which so far still means the mandatory quarantine in Jakarta served by several major airlines or Manado: Singapore Airlines/Scoot is operating twice weekly into Manado.
Quarantine at a resort facility may be more appealing than the big city of Jakarta.
